The thing with construction is everything is a 3D shape. When you draw a circle, it turns into a sphere.
Here's the trick. You have to see the shape as 3D after you draw it. When you draw your guidelines in, you are not drawing them on a circle, you are drawing them on a sphere. It's not really something you can teach, but if you practice enough you can learn it.
You really have to practice. I was bad and I practiced a ton for like 3 years and then I got good.
It's a never ending process.

im trying to learn all this line of action/construction/basic cartoon techniques stuff but its hard to get a hang of.
